All visitors to Tibet need permits from the government of China. There are flights from Kathmandu to Tibet but it is also possible to travel by road. Most visitors travel to Lhasa where the famous Potala Palace of the Dalai Lama sits atop a hillock overlooking the capital city, while many visit the two pilgrimage sites of Kaiash and Mansarovar. The Chinese government often restricts travel to various parts of Tibet which causes unexpected changes in the itinerary. The preferred time to travel is during the summer months as winters are intensely cold because of its altitude, as Tibet is known as the 'Roof of the World'.
